一、《 广东统计年鉴2024 》系统收录了全省及各市、县( 区 )2023年经济、社会各方面的统计数据,以及1978年以来各个主要时期全省主要统计数据,是一部全面反映广东国民经济和社会发展情况的资料性年刊。
二、本年鉴正文内容分为23个篇章,即:1.综合;2.国民经济核算;3.人口;4.就业和工资;5.固定资产投资;6.对外经济;7.能源、资源和环境;8.财政、银行和保险;9.价格;10.人民生活;11.农业;12.工业;13.建筑业;14.规模以上服务业;15.运输和邮电;16.批发零售业;17.住宿餐饮业和旅游;18.房地产业;19.教育和科技;20.文化和体育;21.卫生、社会福利、社会保障和其他;22.区域经济主要指标;23.县( 市、区 )主要经济指标。同时,附录有4个篇章:1.全国31个省( 市 )主要统计指标;2.中国香港特别行政区和中国澳门特别行政区主要统计资料;3.中国台湾省主要统计指标;4.部分国家和地区主要统计资料。 为方便读者使用,各篇章前设有《 简要说明 》,对本篇章的主要内容、资料来源、统计范围、统计方法以及历史变动情况予以简要概述,篇末附有《 主要统计指标解释 》。
三、本年鉴资料主要来自政府各级统计局、国家统计局调查总队的各种统计报表和抽样调查资料;部分资料来自中央部属单位和省直有关部门。附录资料根据国家统计局有关资料整理。
四、本年鉴涉及珠三角、粤东、粤西和粤北的具体划分为: 珠三角包括:广州、深圳、珠海、佛山、惠州、东莞、中山、江门和肇庆。 粤东指汕头、汕尾、潮州和揭阳。 粤西指阳江、湛江和茂名。 粤北指韶关、河源、梅州、清远和云浮。
五、资料中所使用的度量衡单位,除灌溉、播种面积照顾我国使用习惯继续用“亩”为单位外,其余均采用国际统一标准计量单位。
六、本年鉴中涉及到的历史数据,均以最新出版的本年鉴数据为准;年鉴中部分数据合计数或相对数由于单位取舍不同而产生的计算误差,均未做机械调整。
七、本年鉴统计表中的符号使用说明: “ … ”表示数据不足本表最小单位数; “ # ”表示其中主要项; “空格”表示该项统计指标数据不详或无该项数据; “ ① ”表示本表下有注解。
八、与《 广东统计年鉴2023 》相比较,本年鉴根据现行统计调查制度和统计工作开展情况,主要作如下修订: 为了满足统计调查划分经济类型需要,国家统计局会同市场监管总局对《关于划分企业登记注册类型的规定 》( 国统字〔2011〕86号 )( 以下简称“原标准”)进行修订,联合印发《 关于市场主体统计分类的划分规定 》( 国统字〔2023〕14号 )( 以下简称“新标准”),本年鉴对相关分组按“新标准”作出相应调整。 1. 修订工作背景 原标准是由国家统计局和原国家工商总局于1998年共同制定印发,并于2011年进行修订。实施以来,该标准为开展统计调查、统计分析和市场监管等工作提供了重要支撑。近年来,《 中华人民共和国外商投资法 》《 中华人民共和国市场主体登记管理条例 》等新法律法规陆续出台实施,原《 中华人民共和国公司登记管理条例 》《 中华人民共和国企业法人登记管理条例 》《 中华人民共和国私营企业暂行条例 》等法规已被废止,原标准所依据相关法律法规发生重大变化。为适应市场监管部门登记注册管理范围从“企业”扩大为“市场主体”的新变化,确保依法依规开展统计工作,国家统计局会同市场监管总局于2022年起开展该项标准修订工作,在广泛征求各专业各地方和相关部门意见建议的基础上,于2023年1月联合印发《 关于市场主体统计分类的划分规定 》(“新标准”)。 2. 修订主要内容 (1)拓展适用范围 为了更全面覆盖统计调查对象,新标准按照市场主体登记注册管理实际对分类范围作相应调整,从“企业”扩大至所有“市场主体”,增加了“农民专业合作社(联合社)”和“个体工商户”等类别。 (2)取消相关类别 由于《中华人民共和国私营企业暂行条例》已被废止,根据《中华人民共和国公司法》《中华人民共和国个人独资企业法》《中华人民共和国合作企业法》,将相关“私营有限责任公司”“私营股份有限公司”分别列入“有限责任公司”“股份有限公司”类别范围,“私营独资企业”调整为“个人独资企业”,“私营合伙企业”调整为“合伙企业”。 (3)调整分类结构 一是关于“内资企业”。根据《 中华人民共和国市场主体登记管理条例 》规定,将原内资企业分类“国有企业”“集体企业”“股份合作企业”“联营企业”“有限责任公司”“股份有限公司”“私营企业”“其他企业”等8个类别调整为“有限责任公司”“股份有限公司”“非公司企业法人”“个人独资企业”“合伙企业”“其他内资企业”等6个类别。其中,原“国有企业”“集体企业”“股份合作企业”“联营企业”纳入新类别“非公司企业法人”下;原“私营企业”类别取消(上段已述)。二是关于“外商投资企业”和“港澳台投资企业”。根据《 中华人民共和国外商投资法 》规定,将原外商投资企业分类“中外合资经营企业”“中外合作经营企业”“外资企业”“外商投资股份有限公司”“其他外商投资企业”等5个类别调整为“外商投资有限责任公司”“外商投资股份有限公司”“外商投资合伙企业”“其他外商投资企业”等4个类别。港澳台投资企业参照外商投资企业分类方法调整。 (4)规范类别名称 根据市场监管部门对登记注册管理的规范名称,分别将原“国有企业”“集体企业”更名为“全民所有制企业(国有企业)”“集体所有制企业(集体企业)”。 (5)统一内资范围 根据《 中华人民共和国外商投资法 》和相关部门规定,将登记注册为内资公司的有限责任公司(外商投资企业投资)、登记注册为内资公司的股份有限公司(上市、外商投资企业投资)等市场主体,即外商投资企业市场主体在中国境内的再投资市场主体,由原标准中的“外商投资企业”调整为新标准中的“内资企业”相关类别。 此外,“对外经济”部分完善进出口商品分类名称,取消天然气、液化天然气指标,增加塑料制品指标。“价格”部分取消商品零售价格分类指数、各市工业生产者出厂价格指数等指标。“批发零售业”部分取消批发零售业商品销售总额、批发业销售额、零售业销售额、限额以下销售额、限额以下企业和个体户等指标,增加限额以上批发业销售额、限额以上零售业销售额等指标。“房地产业”部分取消土地开发购置指标。“教育和科技”部分取消研究机构数、研究与试验发展(R&D)活动课题(项目)数等指标,增加按活动类型分组的R&D活动情况。“县市区主要经济指标”部分增加农林牧渔业总产值指数、商品房销售面积等指标。
九、由于第五次全国经济普查数据尚未发布,本年鉴部分与经济普查有关的专业如国民经济核算、规模以上服务业等2023年数据均采用年快报数,部分数据暂时无法提供,上述专业2023年年报数据将在2025年出版的统计年鉴反映。 本年鉴在整理编辑过程中,得到省直有关部门和单位的大力支持,在此表示感谢!
EDITOR’S NOTES
Ⅰ. Guangdong Statistical Yearbook 2024 is an annual statistical publication, which reflects comprehensively the economic and social development of Guangdong Province. It covers data for 2023 and key statistical data in some historically important years since 1978 at the provincial level and the local levels of city, county and district.
Ⅱ. The yearbook contains twenty-three chapters: 1. General Survey; 2. National Accounts; 3. Population; 4. Employment and Wages; 5. Investment in Fixed Assets; 6. Foreign Trade and Economic Cooperation ; 7. Energy, Resources and Environment ; 8. Government Finance, Banking and Insurance; 9. Prices; 10. People's Living Conditions; 11. Agriculture; 12. Industry; 13. Service Enterprises Above Designated Size;14.Construction; 15. Transport, Postal and Telecommunication Services; 16. Wholesale , Retail Trades and Tourism; 17. Hotels, Catering Services and Tourism; 18. Real Estate 19. Education, Science and Technology; 20. Culture and Sports. 21.Public Health, Social Welfare, Social Insurance and Others; 22. Main Economic Indicators of Economic Regions; 23. Main Economic Indicators of Counties (County-level Cities) and Districts. Meanwhile, four chapters are listed as appendices: 1. Main Statistical Indicators of 31 Provinces and Municipalities; 2. Main Statistics of Hong Kong and Macao Special Administrative Regions; 3. Main Statistical Indicators of Taiwan Province; 4. Main Statistics of Some Countries and Territories. To facilitate readers, the Brief Introduction at the beginning of each chapter provides a summary of the main contents of the chapter, data sources, statistical scope, statistical methods and historical changes. At the end of each chapter, Explanatory Notes on Main Statistical Indicators are included.
Ⅲ. The data in this yearbook are mainly obtained from regular statistical reports and sample surveys conducted by the Statistical Bureaus at all levels of government and Survey Office of the National Bureau of Statistics. Some data are collected from the departments of the central government and the provincial government. Data in the appendices are compiled from statistical publications published by the National Bureau of Statistics and other sources.
Ⅳ. The pearl river delta, east wing, west wing and mountainous areas in the yearbook are divided as following: The pearl river delta include Guangzhou, Shenzhen, Zhuhai, Foshan, Jiangmen, Dongguan, Zhongshan, Huizhou and Zhaoqing. The eastern region includes Shantou, Shanwei, Chaozhou and Jieyang. The western region includes Zhanjiang, Maoming and Yangjiang. The northern region include Shaoguan, Heyuan, Meizhou, Qingyuan and Yunfu.
Ⅴ. The units of measurement used in the yearbook are internationally standard measurement units, except that the unit of cultivated land and sown areas uses“mu” with regard to the Chinese tradition.
Ⅵ. Please refer to the newly published version of the yearbook for updated historical data. Statistical discrepancies on totals and relative figures due to rounding are not adjusted in the yearbook.
Ⅶ. Notations used in the yearbook: “ … ” indicates that the figure is not large enough to be measured with the smallest unit in the table; “ # ” indicates a major breakdown of the total; “ blank space ” indicates that the data are unknown or are not available; “ ① ” indicates footnotes at the end of the table.
Ⅷ. In comparison with Guangdong Statistical Yearbook 2023,following revisions have been made in this new version in terms of the current statistical survey system and the progress of statistical work. In order to meet the needs of economic classification in statistical surveys, the National Bureau of Statistics together with the State Administration for Market Regulation revised the Regulations on the Classification of Enterprises by Registration Status (Guotongzi [2011] No. 86) (hereinafter referred to as the original standard) and then jointly issued the Regulations on the Classification of Market Entity Statistics (Guotongzi [2023] No. 14) (hereinafter referred to as the new standard). The yearbook has made corresponding adjustments to the relevant groups according to the "new standard".
l. Revision work background The original standard was jointly formulated and issued by the National Bureau of Statistics and the former State Administration for Industry and Commerce in 1998, and revised in 2011. Since its implementation, this standard has provided important support for conducting statistical surveys, statistical analysis, and market supervision. In recent years, new laws and regulations such as the Foreign Investment Law of the People's Republic of China and the Regulations on the Administration of Market Entity Registration of the People's Republic of China have been successively introduced and implemented. The original Regulations on the Administration of Company Registration of the People's Republic of China, the Regulations on the Administration of Enterprise Legal Person Registration of the People's Republic of China, and the Interim Regulations on Private Enterprises of the People's Republic of China have been abolished, and significant changes have occurred in the relevant laws and regulations on which the original standards were based. In order to adapt to the new changes in the registration and management scope of the market supervision department from "enterprises" to "market entities", and to ensure that statistical work is carried out in accordance with laws and regulations, the National Bureau of Statistics, together with the State Administration for Market Regulation, will carry out the revision of this standard from 2022. Based on extensive solicitation of opinions and suggestions from various professions, localities, and relevant departments, the Regulations on the Classification of Market Entity Statistics (the new standard) will be jointly issued in January 2023. 2. Revision of the main contents (1) Expand the scope of application In order to comprehensively cover the statistical survey objects, the new standard adjusts the classification scope according to the actual registration and management of market entities, expanding from enterprises to all market entities, and adding categories such as professional farmers cooperatives and individual businesses and other categories. (2) Cancel related categories Due to the abolition of the Provisional Regulations of the People's Republic of China on Private Enterprises, according to the Company Law of the People's Republic of China, the Law of the People's Republic of China on Sole Proprietorship Enterprises, and the Law of the People's Republic of China on Cooperative Enterprises, the private limited liability corporations and private share-holding limited corporations are respectively included in the categories of limited liability corporations and share-holding limited corporations. The private sole-proprietorship enterprises are adjusted to the sole proprietorship enterprises and the private partnership enterprises are adjusted to partnership enterprises. (3) Adjust the classification structure The first is about domestic invested enterprises. According to the Regulations on the Administration of Market Entity Registration of the People's Republic of China, the original classification of domestic invested enterprises, including "state-owned enterprises", "collective-owned enterprises", "share-holding cooperative enterprises", "joint ownership enterprises", "limited liability corporations", " share-holding limited corporations", "private enterprises" and "other enterprises" have been adjusted to six categories, including "limited liability corporations", "share-holding limited corporations", "non corporate legal entity", "sole proprietorship enterprises", "partnership enterprises" and "other domestic invested enterprises" with which the original "state-owned enterprises", "collective-owned enterprises", "share-holding cooperative enterprises," and "joint ownership enterprises" are included in the new category of "non corporate legal entity"; The original category of "private enterprises" has been cancelled (as mentioned in the previous paragraph). The second is about foreign invested enterprises and enterprises with investment from Hong Kong, Macao, and Taiwan. According to the Foreign Investment Law of the People's Republic of China, the original classification of foreign invested enterprises, including "Sino foreign joint ventures", "Sino foreign cooperative enterprises", "foreign funded enterprises", "foreign invested share-holding companies", and "other foreign-invested enterprises" are adjusted to four categories: "foreign invested limited liability corporations", "foreign-invested share-holding corporations", "foreign invested partnership enterprises", and "other foreign invested enterprises". Enterprises with investment from Hong Kong, Macao, and Taiwan are adjusted according to the classification method for foreign invested enterprises. (4) Standardize names of categories According to the standardized names for registration management by the market supervision department, the original "state-owned enterprises" and "collective-owned enterprises" will be renamed as "state-owned enterprises" and "collective-owned enterprises" respectively. (5) Unify domestic invested scope According to the Foreign Investment Law of the People's Republic of China and relevant departmental regulations, market entities such as limited liability companies registered as domestic invested companies (foreign-invested enterprises investment) and share-holding limited companies registered as domestic companies (listed and foreign-invested enterprises investment), namely the reinvestment market entities of foreign-invested enterprises in China, have been adjusted from the original category of "foreign-invested enterprises" to the relevant category of "domestic enterprises" in the new standard. In addition, the "Foreign Economy" section has improved the classification names of import and export commodities, cancelled the indicators for natural gas and liquefied natural gas, and added indicators for plastic products. The "Price" section cancels indicators such as the commodity retail price classification index and the factory price index of industrial producers in various cities. The "Wholesale and Retail Industry" has partially cancelled indicators such as total sales of wholesale and retail goods, wholesale sales revenue, retail sales revenue, sales revenue below quota, and sales revenue of enterprises and individual businesses below quota, and increased indicators such as sales revenue of wholesale industry above quota and sales revenue of retail industry above quota. The "Real Estate" has partially cancelled the land development and purchase indicators. The "Education and Technology" section has removed indicators such as the number of research institutions and the number of research and experimental development (R&D) projects, and added R&D activities grouped by activity type. Add indicators such as the total output value index of agriculture, forestry, animal husbandry, and fishery, and the sales area of commercial housing to the "Counties and Districts under City Administration" section.
Ⅸ.Because the result of the Fifth National Economic Census have not yet been released, data of 2023 in this Yearbook related to the census such as national economic account, service above designated size adopt the result of flash annual report. Some data are not offered for the present. The data based on the annual report of these industries will be reflected in the Yearbook 2025.
